Emily Bremer teaches a range of subjects in U.S. and comparative administrative law, constitutional law, regulatory process, and civil procedure. Her current research focuses on the history and interpretation of the Administrative Procedure Act (APA), the evolution of the idea of “administrative” power within the structure of U.S. Constitution, and the definition and procedural regulation of administrative adjudication in comparative perspective.

Among her other activities, Bremer is a co-editor of a textbook, Administrative Law, The American Public Law System, and of the Bremer-Kovacs Collection of Historical Documents Related to the APA (HeinOnline). She serves as a Senior Fellow of the Administrative Conference of the United States (ACUS), a co-editor of the administrative law section of Jotwell, and a regular contributor to the Yale Journal on Regulation’s Notice & Comment blog. She is a member of the organizing committee of the Annual Administrative Law New Scholarship Roundtable and hosts an annual comparative administrative law workshop. She is a recipient of the AALS’s award for the year’s best administrative law scholarship by a junior scholar and the AALL’s Joseph L. Andrew’s Legal Literature Award.

Bremer received her BA in Politics from New York University and her JD from New York University School of Law. After law school, she clerked for Judge Andrew J. Kleinfeld on the United States Court of Appeals for the Ninth Circuit, was a lawyer in the appellate and telecommunications practice of a D.C. law firm, and served as an attorney and research director at ACUS. She began her academic career as a member of the faculty of the University of Wyoming College of Law.
