Notre Dame Professor of Law Mary Ellen O’Connell disagrees with the Obama administration’s rationale for the use of drone strikes to target enemy combatants. She expressed her point of view at the American Society of International Law’s annual conference in Washington, D.C., where the State Department’s legal adviser Harold Koh articulated the administration’s position in a keynote address.

O’Connell was recently named vice president of the American Society of International Law, the leading organization of its kind in the world. She is also a member of the International Law Association, the Germany Society of International Law, and the International Institute for Humanitarian Law.
