faculty_nagle Professor John Copeland Nagle was a guest on NPR’s Morning Edition December 21 as host Linda Wertheimer sought his analysis of the history of the Twentieth Amendment. The Amendment succeeded in changing the date on which the new Congress convenes from March 3 to January 3 but failed to accomplish its purpose, which was to prevent lame ducks from passing significant legislation in the time between the November elections and January 3.
