Note from Lloyd Mayer: The paper for the colloquium is very much a draft, including in that it is only lightly footnoted. If your time is limited, you may want to concentrate on Part I (“Regulating Politics”) as that is the more accessible (read, less tax law heavy) portion of the paper.
