William P. Hoye is executive vice president for administration, planning and legal affairs of IES, the Institute for the International Education of Students in Chicago, one of the nation’s oldest, largest and most reputable not-for-profit organizations providing study abroad programs to U.S. college and university students.

A leading scholar, legal mind and experienced higher education administrator, Hoye served the University of Notre Dame as associate vice president and deputy general counsel for more than 10 years prior to joining IES. He has been a concurrent associate professor of law at Notre Dame Law School since 1993, and he has served as Co-Faculty Editor of The Journal of College and University Law since 1994. Dr. Hoye has taught law school courses in legal ethics, trial advocacy and dispute resolution, and he has given more than 60 invited talks, lectures and presentations in recent years.

At IES, he is secretary of the corporation and serves as IES’s first general counsel and chief operating officer. His responsibilities include leading strategic and annual planning and overseeing risk assessment, crisis management, contracts, real estate, public relations and human resources. He is a member of the Board of Directors of the Forum on Education Abroad and a former member (2001-06) of the NCAA Division I Infractions Appeals Committee. Dr. Hoye served as a visiting fellow at the Oxford Centre of Higher Education Policy Studies at New College, Oxford in 2003 and has published over a dozen law review and other articles.

He holds a bachelor’s degree, magna cum laude, from St. John’s University in Government, a Master of Laws Degree (LL.M), magna cum laude, in International Human Rights Law from Notre Dame Law School, and a Jurisprudence Doctrorate from Drake University Law School, where he was a member of an award winning National Moot Court Team, President of the Drake Law School Student Bar Association, and President of the National Student Bar Association. Bill and his wife, Kitty, reside in Granger, Indiana with their 3 children.
